The Health Resources and Services Administration (HRSA) would like to share important information on the HIV/AIDS Bureau (HAB) reporting requirements for funds distributed under the Fiscal Year 2020 (FY 2020) Coronavirus Aid, Relief, and Economic Security Act (CARES Act). The FY 2020 CARES Act allocated $90 million to the HRSA HAB Ryan White HIV/AIDS Program (RWHAP) to prevent, prepare for, and respond to coronavirus disease 2019 (COVID-19). This funding was awarded to eligible RWHAP recipients on April 15, 2020.
In June 2020, HRSA HAB launched the COVID-19 Data Report (CDR) to monitor and report on funds distributed under the FY 2020 CARES Act. The CDR is required for all providers (recipient-providers, subrecipient-providers, and second-level providers) who used FY 2020 CARES Act funding for the treatment or prevention of COVID-19 among RWHAP clients (and immediate household members in limited circumstances).
Effective FY 2022, Ryan White HIV/AIDS Program providers funded by the FY 2020 CARES Act will no longer be required to submit the CDR. This requirement will end for all RWHAP FY 2020 CARES Act funded providers, even if recipients have been approved for no cost extensions and all CARES Act funds have not yet been expended. The final CDR requirement will cover the September 2021 reporting period and is due on October 15, 2021.
For ease of reference, the CDR submission deadlines for the remainder of FY 2021 are provided below:

The final CDR will be available in the Electronic Handbooks (EHBs) beginning on October 1, 2021, for the reporting period of September 1, to September 30, 2021. Please note, RWHAP FY 2020 CARES Act funded providers will only have until October 15, 2021, to complete any outstanding CDRs from previous reporting months (in addition to the September 2021 reporting requirement). Please ensure that all required CDRs are completed to meet the terms and conditions of your award.
Finally, RWHAP FY 2020 CARES Act funded recipients and providers will still be required to report eligible RWHAP clients who receive services funded through the FY 2020 CARES Act in the FY 2021 Ryan White HIV/AIDS Services Report (RSR). As a reminder, household members who received services funded through the FY 2020 CARES Act should not be reported in the RSR if they are not eligible RWHAP clients for the purposes of RSR reporting.
