Expanding Routine HIV Testing in Kentucky

TAP-in: Implementation of ROOT and Linkage to Care

The process for putting routine opt-out HIV testing (ROOT) into place in Kentucky is the focus of a case study from TAP-in, the technical assistance provider for Ending the HIV Epidemic jurisdictions funded by HRSA. 

As described in Routinizing HIV Testing and Linkage to Care in Kentucky, the project's focus on increased HIV testing was of course about identifying undiagnosed persons but also the value of routine HIV screening as a channel through which to inform at-risk individuals about PrEP and other preventive services. The case study outlines the planning process (e.g., engaging with agency leaders and staff) and subsequent steps to ensure longevity of the project, such as:

  • Data monitoring for FQHCs that do not have the capacity in-house to identify and address gaps and celebrate successes in increased testing,
  • Scripts to help primary care providers engage clients in routine HIV screening, and
  • Resources, like fact sheets, to help staff with billing and coding and inform clients about ROOT.
