HRSA HAB Policy Clarification Notice and Program Letter Archive
As part of a government-wide initiative to decrease regulations and policy burden, the Health Resources and Services Administration (HRSA) HIV/AIDS Bureau (HAB) has removed items from our website that are outdated or not needed. Most of the items are frequently asked questions (FAQs) for policy clarification notices (PCNs). Many of these documents are over 10 years old and were released to provide answers to implementation questions for new guidance resources. In compliance with Executive Order (EO) 14192 Unleashing Prosperity Through Deregulation and White House Office of Management Budget (OMB) Memo M-25-20 Guidance-Implementing-Section-3-of-Executive-Order-14192, HRSA HAB removed the following “deregulation items” from the HRSA HAB website by June 2:

- Policy Clarification Notice FAQ for 16-02 - Eligible Individuals and Allowable Uses of Funds
- Policy Clarification Notice FAQ for 16-02 - Housing Services
- Policy Clarification Notice FAQ for 16-02 - Standalone Dental Insurance
- Dear Colleague Letter for Policy Clarification Notice 16-02 – Standalone Dental Insurance
In alignment with Executive Order 14192, this action is part of a broader federal effort to reduce regulatory burdens and increase transparency and potentially reduces regulatory confusion from individuals accessing obsolete or duplicative program guidance.
