"HRSA HAB shared additional guidance with RWHAP recipients regarding requesting non-automatic waivers. This follows a final program letter released in February outlining certain RWHAP statutory penalties and administrative requirements that will be waived for fiscal years 2020 and 2021 in order to provide greater flexibility and administrative relief from penalties that would be otherwise applicable.
Requesting Non-Automatic Waivers: RWHAP recipients should notify your HRSA HAB Project Officer of your intention to request a non-automatic waiver(s). Recipients may submit a “Non-Automatic Waiver Request – Sample Attestation Format,” which was shared earlier this week, using the Prior Approval Request Type – Other/Other module in EHBs. Recipients may alternatively submit a brief explanation regarding your inability to meet those statutory and administrative requirements due to the impact of the COVID-19 public health emergency and request that certain non-automatic requirements be waived. The alternate request approach should also be submitted using the Prior Approval Request Type – Other/Other from the Prior Approval Module in the EHBs. Recipients should submit non-automatic waiver requests either before or at the time you submit the Annual Expenditure Report to HRSA HAB. Please note, HRSA HAB may request additional documentation regarding the impact of the COVID-19 pandemic on your inability to meet those statutory and administrative requirements. Upon approval, HRSA will issue a revised Notice of Award to the recipient."
