Strengthening Systems of Care for People with HIV & Opioid Use Disorder

In response to the increase in opioid overdose death rate among persons diagnosed with HIV, HRSA established the initiative Strengthening Systems of Care for People with HIV and Opioid Use Disorder (OUD). The project developed tools to improve coordination among HIV and behavioral health/substance use service providers.

Resources were developed by JSI Research & Training Institute, Inc. (JSI), which was funded by HRSA to work with nine states participating in the initiative: Arizona, Iowa, Louisiana, Massachusetts, New Jersey, Rhode Island, Utah, Virginia, and Washington. JSI partnered with NASTAD to implement this initiative, with subject matter expertise from Boston Medical Center.
