An orientation to Ryan White Planning Councils for prospective new members. The video describes the Planning Council's role in assessing needs and making decisions about funding of HIV/AIDS services for metropolitan areas with the highest number of HIV/AIDS cases. Produced in 1996 in the early years of the Ryan White program, this overview still applies to the work of today's planning bodies.
