A change concept is a general notion or approach found to be useful in developing specific ideas for change that result in improvement. Using change concepts will provoke new ways of thinking about how to improve the situation at hand. 

By themselves, change concepts are not ready to be applied directly to making improvements. A change concept must be considered within the context of a specific situation and then turned into a change idea.
