Nearly half of those getting care from HRSA’s Ryan White HIV/AIDS Program (RWHAP) are black/African American. Viral suppression rates are comparable to the overall RWHAP client population, but disparities remain. HIV care programs and technical assistance and training focus on overcoming such challenges as limited access to health services, stigma due to sexual orientation, and housing.

- Justice Involved
In the U.S., several million individuals are incarcerated at any given time, both in prisons for longer terms and in jails for shorter stays. Many individuals who pass through the corrections system engage in high-risk behaviors, prior to incarceration and while in the system. Mental health and substance abuse challenges are particularly high among this population.
- Mental & Behavioral Health
Mental health services are psychological and psychiatric treatment and counseling services for individuals with a diagnosed mental illness. They are conducted in a group or individual setting, and provided by a mental health professional licensed or authorized within the State to render such services. Such professionals typically include psychiatrists, psychologists, and licensed clinical social workers.
- Case Management
Case management is a service category with varied models and definitions that is designed to link clients to medical and support services. Ryan White defines medical case management (including treatment adherence) as a range of client-centered services that link clients with health care, psychosocial, and other services provided by trained professionals, including both medically credentialed and other health care staff. Medical case management is considered to be a core medical service for purposes of Ryan White funding requirements to allocate a set percentage of funds to core medical services.
- Employment Support for People with HIV
HIV agencies often focus on employment services--for people with HIV as well as their staff. For patients/consumers, employment support is increasingly crucial given the disproportionate impact of HIV on lower income individuals, who are living long and hopefully productive lives given the effectiveness of HIV treatment and care. Support may include, for example, job training, hiring of peers to work with clients (e.g., peer educators, peer navigators), and support for individuals transitioning from correctional facilities.

- Health Literacy
Educating patients can make them better care partners and improve their engagement in their own health improvement.
- Hepatitis
Liver disease that is tied to Hepatitis C (HCV) infection is a leading cause of death among HIV-infected individuals. Hepatitis B is also a major challenge for many people with HIV. Ryan White-funded clinics are taking on a greater role in not only managing HCV disease but also providing HCV treatments.
- Housing & Homelessness
Approaches to providing and linking to housing services and serving homeless and unstably housed clients.

The RWHAP Program Terms Report (PTR)/Allocations Report and RWHAP Expenditures Report document how RWHAP recipients allocate and subsequently expend funds for each budget period. This page contains resources to help recipients complete these reports.
- Ryan White Services Report (RSR)
The Ryan White HIV/AIDS Program Services Report (RSR) is the HRSA HIV/AIDS Bureau's client-level data reporting system. All (Parts A through F) funded recipients (grantees) and sub-recipients (providers) must submit an RSR data report each year via the online system.

- Clinical Quality Management
Quality management under the Ryan White HIV/AIDS Program (RWHAP) involves activities to improve client health outcomes. These efforts focus on establishing standards and systems to measure and improve performance.
- Access a range of technical assistance and training tools on quality improvement, developed by HRSA's Center for Quality Improvement and Innovation (CQII). (Tools are also listed below.)
- Learn about RWHAP quality management standards and policies from the HRSA HIV/AIDS Bureau's Quality of Care webpage and join the RWHAPCQM ListServ to share ideas and ask questions related to RWHAP Clinical Quality Management.
- Data & Reporting
Ryan White HIV/AIDS Program (RWHAP) recipients and sub-recipients (funded by Parts A through D) collect and report client-level data. These data are used to monitor the effectiveness of RWHAP services and progress toward national HIV/AIDS goals, including addressing disparities among communities of color.
Technical assistance is available to recipients to help them to collect and report data appropriately.

- Ending the HIV Epidemic Initiative
The Ending the HIV Epidemic (EHE) Initiative is a collaborative effort across U.S. federal agencies to reduce the number of new HIV infections in the United States by 75 percent by 2025, and then by at least 90 percent by 2030, for an estimated 250,000 total HIV infections averted. The Ryan White HIV/AIDS Program is a key player in this effort. Many recipients and TA providers have received funding for intensive local and regional program planning, coordination, and implementation activities.
