EHBs: DUNS Out, UEI In
From HRSA's HIV/AIDS Bureau
HRSA is making updates to the Electronic Handbooks (EHBs) to support the transition to the Unique Entity Identifier (UEI) system. The UEI is a new 12-digit alphanumeric identifier that will be provided by SAM.gov to all entities who register to do business with and receive awards from the federal government. The UEI will replace DUNS.

Screening, Brief Intervention, and Referral to Treatment (SBIRT): E2i
SBIRT is designed to screen clients for drug and alcohol use, educate clients on the risks of use, and connect them to substance use treatment services if necessary. SBIRT is an evidence-informed intervention that has been adapted by HIV experts in collaboration with community members to improve health outcomes among people with HIV. Two sites implemented SBIRT as part of E2i, an initiative funded by the RWHAP Part F SPNS program from 2017–2021. This introductory video outlines the Ryan White HIV/AIDS Program (RWHAP) Services Report (RSR), HRSA HAB's primary reporting requirement to receive client-level data from funded agencies. All RWHAP-funded recipients (also known as grantees) and service providers must submit an RSR each year via the Electronic Handbooks (EHBs).
