The Marketplace Open Enrollment period lasts only six weeks in most states, and RWHAP programs face challenges in ensuring eligible clients are enrolled or renew their coverage. Participants will gain new strategies for creating effective enrollment partnerships as well as how to prepare staff, partners, and clients for Open Enrollment.

As part of the Ryan White Services Report (RSR), you are required to submit de-identified client-level demographic, service, and clinical data. Rather than filling out an online form (as with the Recipient Report and the Provider Report), you must upload these data in an electronic file, with a record for each client, in a specific XML (eXtensible Markup Language) format. Each client record must be assigned an encrypted Unique Client Identifier (eUCI).

The HealthCare.gov Open Enrollment period for signing up for health coverage has been expanded and will now run from November 1, 2021 through January 15, 2022. (Some state enrollment periods vary.) In addition, enrollment assistance programs are being expanded. This introductory video outlines the Ryan White HIV/AIDS Program (RWHAP) Services Report (RSR), HRSA HAB's primary reporting requirement to receive client-level data from funded agencies. All RWHAP-funded recipients (also known as grantees) and service providers must submit an RSR each year via the Electronic Handbooks (EHBs).
