Part A - Planning Councils

Part A Planning Councils of HRSA's Ryan White HIV/AIDS Program (RWHAP) are appointed by the Chief Elected Official (CEO) for the Eligible Metropolitan Area (EMA)/Transitional Grant Area (TGA).

Planning Councils do needs assessments and then set HIV/AIDS related service priorities for RWHAP Part A funds, based on identified needs. Planning Councils are also required to jointly develop a comprehensive plan with the Ryan White Part A recipient. HRSA project officers and technical assistance and training partners provide support to RWHAP planning bodies.

Technical Assistance

  • Support for Part A and B recipients and their planning bodies around integrated HIV/AIDS planning efforts. Project period: 2016-2023.

  • Building the capacity of RWHAP Part A Planning Councils/Planning Bodies to meet legislative requirements, strengthen consumer engagement, and increase planning involvement by community stakeholders/providers. Project period: 2020-2023.

  • Interactive data tool to visualize the reach, impact, and outcomes of the RWHAP. HRSA offers office hours and webinars to help use the tool.
