HRSA is in a unique position implementing both RWHAP and the President’s Emergency Plan for AIDS Relief (PEPFAR) programs. This advantage affords an understanding of the key components of successful intervention strategies of each program. Both domestic and global programs have documented their emerging strategies and evidence-informed models of care, which will be detailed at this presentation.

As part of the Ryan White Services Report (RSR), you are required to submit de-identified client-level demographic, service, and clinical data. Rather than filling out an online form (as with the Recipient Report and the Provider Report), you must upload these data in an electronic file, with a record for each client, in a specific XML (eXtensible Markup Language) format. Each client record must be assigned an encrypted Unique Client Identifier (eUCI).

HRSA is making updates to the Electronic Handbooks (EHBs) to support the transition to the Unique Entity Identifier (UEI) system. The UEI is a new 12-digit alphanumeric identifier that will be provided by SAM.gov to all entities who register to do business with and receive awards from the federal government. The UEI will replace DUNS.
The following EHBs updates are scheduled for October 28, 2021:
In October 2021, HRSA's HIV/AIDS Bureau revised its client eligibility and recertification policy for the Ryan White HIV/AIDS Program.
